$2.3 Million Shadow Court and “Institutional Criminality” Exposed in Whistleblower Firestorm

Colorado’s court system just took a direct hit.
On June 27, Rabbi Jacob Bellinsky—whistleblower, litigant, and self-described “crime victim”—unleashed a press release accusing Colorado’s judiciary of running a rogue $2.3 million “shadow system” that operates with zero public accountability.
At the center is the “Senior Judge Program,” a taxpayer-funded mechanism allegedly riddled with corruption, constitutional violations, and judicial protection rackets.
“This isn’t just administrative failure,” Bellinsky wrote. “This is coordinated institutional criminality spanning all branches of Colorado government.”
The 16-month-old scandal stems from the State Court Administrator’s Office (SCAO) under Steven Vasconcellos. Bellinsky alleges Vasconcellos repeatedly denied public records using provably false claims—32 times in active litigation alone.
One such case, 25CV335 in Denver District Court, documents these denials in black-and-white.
The Senior Judge Program, designed to assist with court backlogs, ballooned during COVID with a 28% expansion. But oversight didn’t keep up.
According to Bellinsky, the program now processes over 1,300 requests annually—comparable to an entire judicial district—yet operates with no official policies in place since March 2024.
In six months, Bellinsky made over 500 calls. Not one was returned.

The heart of Bellinsky’s claim: this shadow system doesn’t just waste money—it ruins lives.
He charges that senior judges under investigation for misconduct are issuing legally void orders, often separating families without due process.
“These orders are enforced by judges subject to unresolved complaints,” he warned.
One such judge is Dinsmore Tuttle, who allegedly served as both a subject of Bellinsky’s complaints and a co-chair of the very oversight committee charged with monitoring the program.
Bellinsky calls this a “structural conflict of interest.”
He further claims that legislators—specifically Colorado House Speaker Julie McCluskie—have remained silent while actively obstructing constitutional remedies. He accuses the Colorado General Assembly of playing defense for corrupt judges.
Bellinsky’s press release calls for immediate federal oversight, criminal prosecution under RICO, and emergency action by Congress.
“Every day this system runs, families are torn apart by unlawful judicial actions,” he said. “It’s government-sponsored abuse.”

Bellinsky isn’t just shouting into the void. His June 27 blast was sent to a massive list of federal and state officials.
He also linked to a sprawling online archive of exhibits, judicial complaints, Supreme Court filings, and habeas appeals. Among them:

He labels the state’s conduct a “federal criminal conspiracy” that demands emergency intervention by DOJ and Congressional investigators.

Bellinsky’s campaign has gained traction. Media outlets across Colorado have started paying attention.
He has corresponded with Denver Post journalists and Colorado Politics staff. And he doesn’t mince words.
“Colorado’s government is deliberately indifferent to the constitutional rights of its citizens,” Bellinsky said in a follow-up. “This is not neglect. It’s sabotage.”
He claims judges are shielded from accountability by internal ethics panels that bury complaints and deny transparency.
Colorado’s Commission on Judicial Discipline, he says, functions as a “judicial protection racket.”
So far, no Colorado state agency has offered a rebuttal.

Bellinsky ended his release with a plea: “I am available for interviews or to provide additional information as needed.”
He hopes Congress and DOJ will use their oversight authority to investigate the Colorado judiciary under RICO statutes.
He also seeks whistleblower protection, asserting he has suffered retaliation for speaking out.
With over a dozen public releases in under a year, Bellinsky has become one of the most persistent voices accusing Colorado’s judiciary of deep systemic rot.
Whether the press or Washington listens remains to be seen.
But one thing is clear—Rabbi Jacob Bellinsky won’t back down.
“Colorado’s judiciary has declared war on the Constitution,” he said. “And I’m not going away.”

Rabbi Jacob Bellinski’s claims and description of the illegal, calculated acts of family courts and the intentional infliction of trauma and emotional and financial destruction resulting from weaponized court orders is commonplace in family courts throughout the country. EVERYONE in our state level judiciary KNOW the racketeering that kidnaps our children for profit. Eight children had a capable loving dad eviscerated from their lives with no finding of unfitness and no plan to ever reunite them. This is court sponsored torture. It’s blatant. The evidence is everywhere but oversight is non existent so they operate with impunity and their acts are willful, malicious, and designed to silence, punish, and dehumanize the targeted parent.
